i believe it is,,, i am not so sure about its effectiveness though.. maybe if someone corrects me.. i have paid for so many blog posts but i can barely see the change in my google rankings.

There is 2 view to understand this.
1st when you comment on the blog people read it and sometimes clicks on your link so that your keyword visibility will be high as well as you will receive traffic from the comment which will increase website traffic which will to better ranking also.
2nd view if you do excess commenting on irrelevant post the chances of getting spam is also high and if you got irrelevance traffic that will increase bounce rate if that increase it will create a negative impact on SEO

So sometimes it's good to comment on good DA and relevant to the industry otherwise it reverses the effect.

But the ones that work best are those that are dofollow, that the post has good metrics, that no revision is needed to be published and the most important thing is not a saturated post of meaningless comments (Spam).
