Yes, it is free but do not worry about it, add content to your site, and then try to get backlinks to your website, for example add a signature here in DP forum, or crate articles.. and submit them on ezine

SEO can be done without spending anything. You can list your sites to Google for free. It's a matter of hardwork when it comes to building quality backlinks.

There is no cost to add site or blog in Google. It index each site with its spider free of cost. Even though you can applied some seo techniques to get fastest indexing.

it does'nt cost any thing for seo to submit in google, yahoo and bing unless you go for adwords and featured links every thing is free in seo.

I agree on this statement. Submitting your website is free. The hard thing is how to optimize your website to get on the top. With some many websites here in the web the competition is too tight especially on the keywords. So in optimizing a website it requires a lot of patience and it must be done right and accurate.
