stay away from link building? no way... getting inbound links is the only way to rank in Google. And Google is not against link building. Google is against inflating artificially your popularity, that's it. Nobody will ever get penalised by getting links from authority sites.

I don't think that Google is about PPC. Google gets traffic to their adwords service because of their organic results, if the quality of their results drops you'll see a lot of users migrating to Yahoo and MSN and their adwords won't give them that much money, so they better make sure that their organic results stay relevant.
