This site:
http://www.betsbook.com has a PR of 2, but only has about 7 backlinks to it. It thought it had to have a lot more. Can someone explainthis to me?

Try to get more relevant high PR backlinks. When your backlinks are relevant & high PR, then it helps in getting high PR.

To get high PR, do this
1. Get more backlinks
2. From related sites
3. Having high PR
4. Possibly text links having a good length of content about your site

The could be basing it off the fact that the sites you are linked to are quality in googles eyes and might compliment your site, which is a plus! Its not very hard to achieve a PR of 2.
