get links from high quality sites with a pagerank.
keep up to date with forums, articles, and news.

To get better ranking in Google, the factor it depends are:-
STOP submitting sitemap And
START getting high quality links & one way links
Do every free Directory Submission
Start blogging.
Link Exchange.
Try to get link from DMOZ and
Use targeted keywords in your content.

also, try writing articles on topics that pertain to your site content and submit them to all of the free article directories. Its a good way to add content and 1 way links to your site all at the same time.
