Your question is not clear. Be specific on what you want to know. Are u trying to say how you can get a higher Page Rank(pr) for your site in google... Or you want your site to achieve top rank in SERP(search engine result page). Both are different things and are handled by applying different techniques.
If any website owner wants its site to achieve higher page rank(pr) in Google he can acquire it by the link popularity techinque. But as far as the ranking in SERP is concerned, it can be done by use of key phrase on anchor text method and link popularity.
