Pagerank for Blogs and Sites

Is there any difference for calculating pagerank for websites with blogs?
Some say websites can reach to higher pageranks easier than blogs. Is it right?

Different kind of sites like commercial sites, informational sites, blogs, forums and many others surely has different specialized factor in Google's PR ranking, but probably on the rest of the factors are still the for any site. Remember the authoritativeness and importance of the site plus the votes from other sites (backlinks) are the biggest factors in PR ranking.

I don't think so google is treating different for blog and website.
What google matters is quality backlinks.
