You can list your website in Google, but to be on page 1, it takes some time.

Submit your website to Google and check after 2 to 3 days.
To get to top rankings, you have to invest a handsome amout of time

It depends on how good you optimize your site. If you get more quality back links and do-follow traffics, then your site will probably indexed immediately on a search engine.

I think there is not any fixed time. But i would suggest you that try to collect maximum quality backlinks you site will be listed soon.

Its not predefine time for indexing a site. A site is crawled by Google anytime.

There is no exact answer for how long can we get indexed by Google,It depends on your web contents and many other SEO factors.

It totally depends on your work. If you work hard and invest more time in your site then google take less time to index it.

My site is 2 years old and want some changes in its URL. Is it possible to redirect your URL? does it effects SEO.

All you need to do is make the necessary changes in URL and add a canonical tag pertaining to previous url if possible, temporary rank changes can be expected, but you'll be back on track in no time.
