I'm sorry buddy, outbound links (links from your pages to any other web site page) are a windfall for someone's house, but it is not your house...
A Internal links can help you if the site is well structured (logical hierarchy) (map of the site) ...
Maybe you thought of backlinks, which are crucial for ranking pages on Google and to determine the PR of the site by Google ...

On Google's view, website owner can control to whom they are linking too while it is possible for competitors to give bad links to a site...
I believe they are both important, just always watch out your incoming links for Google might penalize sites being listed on bad neighbor.

Inbound links are wy much important, but having few outbound links, that are linking to some trusted sites is great thing.

Internal link is much more important than outbound links because sites are evaluated from its ranking through its internal links.

Both links are important. They are equally essential. Google looks at them in ranking a site.

Both are equally important for a website, for increasing the ranking/keyword rank. You should work hard for getting those links. Hardcore SEO is the only process for getting links for your website.

But it is better if you make them static one and has keyword in the URL. Study the mod_rewrite thing or hire someone to do it.

If you have ASP programming knowledge it's easy to optimize your website. If you have that skill, change your page titles and Meta tags. And also add some content to pages.
