It is a topic that has recently been discussed in a thread over at the SEO Chat forums, with a few theorising that the likes of Google are now advanced enough to at least scrape urls from any on-page JavaScript code. There are even suggestions that Googlebot may now even be able to execute JavaScript, potentially solving the problem of JavaScript-based menus.

yes, i think they can still read java script as long as you embed it on HTML, and also most of the websites today if they're not made from PHP or ASP or AJAX, they're made from HTML/Javascript

Googlebot is the search bot software used by Google, which collects documents from the web to build a searchable index for the Google search engine...
I think that for several years, Googlebot can read external CSS and javascript files, all in order to combat black hat techniques ...
Server scripts, such as php, asp etc., Googlebot can not read because they are executed on the server ...
Googlebot read html output that is generated by the script ..

Personally, I wouldn't worry too much about. Google's pretty good at figuring out what's relevant to a page.
Put an empty select box on the html page and then load the countries into the select box using javascript after page load.

I think you can still read java script, provided it is incorporated into the HTML, and most Web sites today, if not made from ASP or PHP or AJAX, which are based on HTML / Javascript.
