What is the significance of duplicate meta data?

Currently, a significant number of pages on my blog have duplicate META titles and descriptions. How significant is this when it comes to those pages being ranked on Google?

Duplicate metas like title and description usually lead some kind of penalty and keep pages from ranking, very common mistake for many sites. Make them as unique and as relevant as possible for every pages.

This is not only problem it is numerous administrations problem whose websites rank is down.

Google is experimenting with removing the side ads and has increased the width of the SERP to 600px. Now we have upto 70 characters visible in the title as compared to 56.
