Not convinced with linking and ranking strategy

I have been told numerous times that linking is one of the best methods to increase your PR. However, when I check for link amounts and quality using link checkers, I see that the PR2 site that is at the top of SERPS for my keywords has around 130 links. However, the 3 listing has a PR3 yet no backlinks whatsoever. This is the same for other sites that rank high in the SERPS. My website which has 30 odd backlinks is not even in the SERPS top few pages and has a PR0. Any explanations?

one more factor which get counts is the quality of the link .... and the relevant link from relavant site

Backlink is just one of the biggest factor.. but saying PR is ranking of importance of a site, contents has big effect too to make a page important..

Never use google to check backlinks, they never show what they really see. use some other tool, like SEO Spy tools for example, and I'm sure you will see some links pointing to that site.

It is not necessary that your site has 30 backlinks so in SERP your keyword is on higher rank. You check other sites which has no backlink but has pr. google give importance to relevancy and quality. Some time 0prs page gives more power than 2pr page. Google also give importance to the age of domain and content of the site. If your site is regularly updating and have good content then definitely google gives importance to it.

Yes focus on quality content and linking with relevant sites! If you can find high PR sites that are the same category or theme, purchase links from them or post on their forums/blogs. I generally try to find the keywords I want to rank high for, and find the sites that currently rank high, then see who they link with and copy that, and if they are a directory service or something too, buy a link from them that will help!

page ranking doesn't do anything for your SERP ranking....backlinks can only raise your site popularity and also PR.... there are a lot of ways to rank your keywords... 1 thing is anchor text.... using your keyword as your anchor text, with bold text.... can help a lot...
this was based on my experience...

Serp and Page rank are different and also have different factors. Page rank directly no affect SERP. It is the keyword density on your page, the links to relevant sites which effect serp more.
