Robots Meta Tag

Most of posts in my site review the internet and have 10-15 external links in every page. Do I need to add <META NAME="ROBOTS" CONTENT="INDEX, NOFOLLOW"> to my header?

Is it practically beneficial for my site? better seo?

Yes you are doing the right thing. Placing <META NAME="ROBOTS" CONTENT="INDEX, NOFOLLOW"> will make sure the page is indexed but the sites you are linking to are not crawled so essentially you are retaining PageRank and value by containing it.

Is your site a blog? Putting that tag on your site might affect too the indexing of your pages/entire site cause "nofollow" says don't follow all links on this page, even your own link to other parts of your site. You can implement rel="nofollow" to those links you don't want to get followed by bots..

It depends. If you find that your site maybe it is a blog is getting spammed then it is good to put this link spammer will automatically get discouraged. On that note it is a good ploy to take. But if you have this meta tag your own likns won't get any page rank juice which I think is not what you want. So instead of using <meta> nofollow tag you should use <rel="nofollow" tag.

It effect your internal linking structure also. As already suggested use no follow attribute in the out going link you want not to give link juice. Write this tag as:
<a href="" rel="nofollow">anchor tag</a>
