I am in process of buying a up and running web site and would like to know any possible way to check how much any site is getting and how much of SEO work is done.

As the guy who is selling says he isn't using the google webmaster to analytic tool?

You can't quit seo for your site. Because your competitor can come ahead of you in search engine so you have to continue good and impressive seo work. To check your SEo work you can check it out through your ranking in search engine. If your site is viewing on first page for your targeting keywords in search engine is good enough.

I recommend to check on site optimization first: METAs, coding quality, keyword density, etc.
then off site optimization: pages indexed in Google, backlinks, competitors' advantage.

If you like to check the keyword rankings, you can do that manually, by searching for your keyword/s in Google and seeing its rank on the search engine result pages.

There are few site checker tools like meta tag analyzers. Also check out if your site has data in this site: http://411sites.com/google.com (change google.com with your site)

If your site is seen on the first page of your targeted keywords in the search engine is the main competitor enough.Your bonus can advance in the search engine if you must pursue a good SEO work and impressive. Checking your SEO work, you can see through their placement in search engines.

For checking the ranks of the keywords, there is a very useful tool called as Rank Tracker in which write your site, select the corresponding search engine and write the keywords for which you want to check. It will provide the results in minutes.
