Relevancy and quality comes before authority, then PR for me. Putting your links on a site should have sense or else it is inappropriate and could be just spam..

While doing off page optimization the relevancy and the quality matters the most. Then comes PR and authority for me...

Hi tech, Page Rank is a small part of Google's signals to know how authoritative a website page and domain is, but there are many other factors involved in their algorithm as well. Domain Authority is a figure that is a shot at an overall ranking of how authoritative a domain is, so should technically be a better representation of authority. Hope that makes sense.
