You can submit directory,smo with high PR site then you work normal submission like directory,smo, pr,article ,forum etc.

We need to follow the On page methods for getting higher PR.On page deals with the content building of the site.So, we need to improve the quality of the content.So we need to add the proper Title, Meta tag, key words to the contents.We also need to use proper header tag for the headings.Alt tag should be there for all the label and images.The back links form the higher PR sites can also help to improve the PR of the site.

Our page rank dropped by 2 points after we got a lot of new backlinks to our site, actually. Is it because they were low-quality links?

To improve PR building links is not enough there are many other factors that you should take care
1. unique content
2. quality backlink
3. Site design
etc....

Hey, it will take time. Make sure your Google search keywords appear often enough in every one of your posts and write unique content and stay within content related to your Google search keywords for all/most of your posts.

Congrats for getting PR2 without doing anything. But all time it is not possible to get high PageRank for any website. And as per seo concern SERPs is more important than PR.
