I think pagerank is most important part. Suppose if you want to reach in top ranking then you should do 2-way or 3-way link exchange with other sites which has high pr. If they give you link on high pr site then they also expect same from you then what will you do if you don't have high page rank site. And after all it is the best way to examine the quality of any website.
