Several factors like the quality of content and how well that has been optimized for the site from SEO perspective, targeted keywords and how they've been used in several places of the entire website, meta tags, title tags, H1/H2 tags, ALT, internal linking and so on. Apart from the said issues it's also important to check how many quality backlinks the site has got so far, what are the keywords for that the site is coming in top positions in search engines etc.

You have to do both on-page and off-page optimization. When doing on-page optimization, your target keywords must be optimized on your website elements. Make sure that you convey your message properly but rich in keywords, and most importantly, don't stuff your website with keywords. You know, websites that are keyword-stuffed doesn't look nice for readers. The single most important thing to remember is that you have to optimize your website for your viewers, that's your priority. Ranking in search engines comes next.
