Is Yelp is Free to Create Business Profile

Hello, everyone
I'm a professional marketer lives in India, I heard a lot about Yelp from some references as they told me it's really useful for local businesses. Following the suggestions I visited Yelp and created a business profile for one of my client but unfortunately when I was claiming that profile it asked me to pay.
Did anyone have a clue, because it's really important for me my client need his business listing in Yelp however his not ready to pay that amount.
