PR mainpage VS internal Pages

Since I kept searching for quality directories the last weeks i noticed that there are many directories that have a high PR on their homepage but only poor PR on the different categories and often no PR on subcategories.
Now my question: If my target is not traffic but higher Google PR does it make sense to submit to these kind of pages or is it complete waste of time?

Well if it looks good and receives a lot of traffic and they have a good link building campaign, then you can get on there and when their PR increases, it will help you. You have to sometime look in the long term with some directories!

You can submit High PR directories.
