Are you sure about that? I don't think Google only based PR solely on backlinks. Onpage factors are also taken into consideration.

While optimizing each and every site . we have to create new ideas as none of the Search Engine Optimization plans are perfect. You can always optimize your site through trials and errors. So their is no fix strategy for the page rank. Well thanks for the other members in the post for their nice views .

Okay, all the tips are good. I just want to remind everybody that we must all know Google's standards in getting backlinks. Never ever do black hat techniques or else you will only get your site penalized
