There is no such hard and fast rule for the exact requirement of backlinks in a week, month or in any specific time. If your website is new then do directory submission, write its press release and then submit it into press release submission websites. With or after these two, you can create the backlnks from the other resources of off-page SEO.

Its depend on the package on the website. According to a client need, links can be created.

There is no definite number of backlinks to send to a web page, however, it is good to get a lot of backlinks as much as possible. If you are doing manual backlinking, you won't get penalized for getting lots of backlinks in a short period of time since you cannot make that kind of number for manual work.

It doesn't matter the thing is needed to have a quality of backlinks... In my point of view, more than 5 quality links per day is good.
