Agree with most of you that relevant backlinks gives more value . A search engine considers the content of the sites to determine the quality of a link. When inbound links to your site come from other sites, and those sites have content related to your site, these inbound links are considered more relevant to your site. If inbound links are found on sites with unrelated content, they are considered less relevant. The higher the relevance of inbound links, the greater their quality.

Search engines have their own algorithms in counting backlinks. Google only calculates outbound links if these links are a "do-follow" type, and that makes it different from Yahoo and MSN. They don't have these kinds of metrics. They get all the links pointing to your site, whether they're no-follow or do-follow. With both of these search engines, the quality of the links don't matter.
