Can any one give suggestion about link wheel and how it works,what is the procedure has to follow to get good back link for your site with the link wheel.

like anything considered by google to be an attempt to manipulate the rankings, link wheel if detected does not show your site under a good light.

In example this is how links wheels should look like:
web2.0 site 1=>web2.0 site 2=>web2.0 site 3=>web2.0 site 4=>web2.0 site 5=>your blog

Each of these web2.0 sites also points to your main site, but remember: do not make links going other way too, just one direction.
