Google and Paid Links

Google looks down on paid links for enhancing page rank. If a website sells links what action(s) does google recommends to disclose that or would be penelised? To me paid link should include the "rel=nofollow" attributes in the hyper links. What do you think??

Best way to get backlink is by article marketing.Paid Link Can Also Help a Lot.But Whats The Use Of Paying for links if you can get powerful links for free by Article Markerting,Forum Marketing Or Posting comment on dofollow blogs.Moreover Sometimes paid links are scam.i have Heard about many cases like that.
