It depends on the site you're gonna be exchanging with. If its a do follow link from a high PR website, well that can really effect your site's PR but not instantly...

Yes it works. Besides, update your pages regularly is also very important.

Yes it is good but i am only trust on one way link exchange. It is good to promote your site.

Try to get as many relevant quality backlinks as you can and limit the outgoing links on your site! Then your site will be good!
