It's possible to have high pr and backlinks in one month but depending on how you implement the SEO needs of the site, and it will determine the quality of your site.

Business submission, I think the poster was talking about listing your sites to top local businesses like Yelp.com etc. etc.....

If all the methods you mentioned were used in conjunction there would be 2 possible results:
1. Either you site gets De-Indexed from Google.
or
2. You get First Page No.1 Rankings!
