Help with some PR questions.

I have a website and my first page is PR3 but all the other pages are PR0.
Could anyone tell me how can I sort this out, so all pages are the same PR3.

my website is atouchofart.co.uk any one please explain how to sort this.
Do I need to build website with frames?

frames - not recommended

you need more external links pointing to your inner pages not only to your home page.

And just keep on link building inner pages will get pr eventually.
