for Google PR is more on links while yahoo is more on the content of your page. (well thats what i have read, correct me if im wrong). But anyway guess you must do both. Create fresh post daily (as much as possible) and submit your blog to high PR directories, but avoid link farms or directories that dont allow a "do follow" link.
Others ideas are:
-join social communities like myspace, etc. and advertise there a little overview of your post with a "full story" link that goes directly to your blog.
-ping your blog in pinging sites like www.pingoat.com

Yes, probably? but we're talking of PR here which is exclusively available for Google, forums signature is another valuable source of one way links.

There are directories for blogs , and you can add your blog in some of directories. and check that directory shall be a backlink directory.
