I think what he means is
- key phrase in the subject field
- key phrase repeated in text
- use of related text.

also you would be better off calling it a message board as the word forum is a stop word for search engines

because its too common, like using other common words like" for, and to etc."

nearly every web site uses the word forum and it doesnt matter what the subject of that site is, its just one of those words that clutter the search engines, so it is ignored, using a less common word or phrase will help your rankings no end
