You don't have to spend money.. You can do it as long as you know the basic steps about SEO.. You can start building links by submitting your site to free directories (there are lots of free directories out there).. Try to engage in forums and blogs, classified ads and press releases.. These will help you get more inbound links..

Oh i think you wrote it wrong

its adwords and not adsense. If you are looking for higher ranking for your website in small time period then look for adwords otherwise go with organic optimization.

Adsense would help you on traffic, but not PR.

Adsense is the way for making money but adwords is way of exploring your website. So you need adwords and they will help to get traffic.

You have To have Some high quality back links pointing to your site if you want to increase pr of your site...
