You may be right but what about a new site that has a very nice layout , great content and people linking to it or what about a new directory where hundreds of links are placed everyday

You can make more links in a month.But taht should be quality links and related to your site.

I always go for Quality and Relevant Links. I am not getting Higher PR in 2 months which I can but I am looking in for Longer Term.

Excessive link I think will hurt your site.

First where you read it. It is not necessary to Google include your website in spamming, when it will be happen thus some one do Free For All technique.
