I have developed a website with fully html pages, mainly focussing on education. But still am not getting any visitor from google.
Is there any criteria for the new websites like google will consider after this much days. Or any one suggest me to improve my ranking in google

You can find this out to add the following in the Google Search box:

When I check for backlinks, Google does not find any backlink.

When I look at your site, there is to little content. Try to add more content and make sure that your top keywords are in the content, Title and description tag.
You should also work on your backlinks. Add your website to some major directories.

Submit your site in main as well as in free directories. That will help you in getting backlinks & improving ranking.
