I have few websites, i want to be my website on the Top 20 results in Google Search Engine.

My website is on free server, can my website get top 20 position on Google Search Engine with free server.

Yeah, you can optimize a site, regardless if it's from a free server or not. To do that, you need to build quality links.

Include a site map page. Spiders can index pages that can be crawled. A site map will help spiders find all the important pages on your site, and help the spider understand your site hierarchy. Getting into top 10 is not possible for any site, it depends on the optimization process and effectiveness. But if you are serious in this business, it is recommendable to set up your own site.

Have you searched for hot niche keywords like "make money online" on Google?
Dont you see that it is free blogs that are at the first positions?
