Does google only counts certain backlinks?
Does Google only count a backlink if the page the text link is on has the anchor text somewhere else on the page?
Example: I heard that Google would only count a backlink if page A had a text link with the anchor text reading blah blah, then somewhere else on the page the words blah blah appeared in the regular content. If the words blah blah didn't appear on the page then the text link wouldn't count towards helping your serps position. Is that right? :?:

check backlinks and see for yourself
Like they say, there's nothing like seeing something for yourself to really believe.
If you have the Google toolbar installed (http://toolbar.google.com/) go to a popular site, check for back links (i->backwards links). Visit the pages and look at their PR, view source, use the highlighter to see the keywords on the page.
You'll find answers for what you're looking for pretty quickly.
Lots of pages in the SERPs from backlinks will have PR0 and above. Although as has been pointed out numerous times, the PR value shown in the toolbar is often inaccurate (outdated).

Sure. In order to get a better picture of the IBLs is better to run the querymegri wrote:I think Google shows only few links out of total back links
linkdomain:www.whatever .com -domain:www.whatever .com on Yahoo. That will tell you almost all your IBLs, and you can assume that Google has, at least, as many IBLs as Yahoo.
