Using keywords in urls
Does having keywords in the url help to improve ranking/search engine positioning in Google

I don't think that using keywords in your url help you to get higher rankings in search engines. If you want to get higher rankings in search engines, you have to optimize your website. Especially, you have to insert your keywords in your web pages titles.

For me keywords within url are also important. Take a look at search engine's results, you will see the keywords are highlighted in title, description and in URL. That means website's URL also checked by SEs if they include keywords.
When you do your site optimization, pay attention to the keywords relevancy to your content and URL. BTW, keywords are also very important within those URLs you use within your content too.

Yes they can. However, probably not much at all. You have to consider all of the various pieces of information that an engine uses in their algorthims. So if you have a site named manatee-county-schools.com, that is information that the user would see and the engines would also. However, they also know that plenty of people have tried to fake this, and forced the engines to lower any positive proportions to the algorthims.
So, yes...use key word to help the reader, but don't expect much benefit from any SEO.
