It is most important for SEO activity, If you don't create meta description than promotional activity can't come in picture. Because using this our website is crawled and if we don't create than our website not listed in SERP.

On-page optimization enhances the content of your website. It is related directly to the content and structure of the website. Normally the web pages contain Hyper Text Markup Language (HTML) or other document formats that are indexed by search engines like, Microsoft Word or PDF formats. The main idea behind on-page optimization is to remove redundant HTML codes and to restructure the site in such a way so as to produce better linked and focused page content.

Meta Description Tag is found in the <head></head> section of your website's HTML code.Every website should have a Head section. Meta description is typically a sentence of content, which describes the content of a particular web page. So meta description must be related to your meta tag of the website.
