It depends on the search engine that you submit your URLs. Using submitexpress.com site, you can submit your URLs to 40+ search engines for free. And also using http://www.submitexpress.com/submit2500.html you can send your URLs to 75,000+ search engines for around $ 25.

It all depends on what you mean by advertising. PPC(pay per click) is usually done on a monthly basis where you set the limit that you are willing to spend. Submitting to Search Engines can be tricky if you manually do them, but you can use many free company's(submit express included) to do a lot of them for free. Banner advertising is another form of advertising that you can use that has a different rate for each engine. You asked a very broad term question. Can you give us an example of what you are looking for as far as the advertising side goes?
