I''d say yes but only if that directory has traffic which can potentially become yours. Getting your website into directory from bloomberg or craigslist will be effective. As for my website https://writemyessay.pro/ I usually look for directories like yellowpages.com -- less difficult to get into but have quite as much traffic

It is effective! Every link you get from a decent directory is worth the effort. None of them take more than 5 minutes to submit, if you have your info ready to copy paste into their form.

If you use a mass submitter, I would not be concerned if your link lands on a site that has an Alexa traffic rank of 5+ million. Just hope that those eventually become popular. Yeah, and you could help them. Just add their link to one of your sites.

Some websites still have backlinks from directory site that have used it before Google update.

it's still effective yet you can't submit too much and too often because there is just a few business directory website which provide high DA and dofollow link. You can also get backlink from there.
