You can join something like linkmarket.net. This website is like marketplace for those who want exchange links.

When you will be searching for such services beware of automated link exchanges. You have to keep the control under the links on your website in your hands. Otherwise you risk that you will link to bad neighborhood what can cause penalization.

Number and quality of links pointing the linking site (aka linking site's PR) and relevance. But relevance is not factored into your Google PageRank. Try googling for pagerank formula to learn more about how it works.

You can get link exchange partners in some forums, check the threads about Trades or Marketplace.

In getting more backlinks, just continue your link building activities like classifieds posting, forum posting with signature and also by participating in different social networking sites.
