In theory that's great, but not all websites or industries lend themselves to organically growing a ton of inbound links.

Yes this is the right way in optimizing a site, so I suggest that doing some exchange link can be a big factor in gaining a better result for page rank.

Optimizing your website in a general sense means doing things from a Search Engine viewpoint to drive traffic to your site through the Search Engines for example Google, Yahoo, Msn etc.
