how can i find effective blog outside links?

If you're after backlinks, blog commenting isn't a good method for that. I suggest you focus more on participating in forums that have dofollow attributes.

Most blogs are highly moderated now plus most of them are in "nofollow" mode so it's pretty hard to look for quality backlinks from other blogs. Maybe one thing you can do is to set up your own blogs and maybe post them around 3-4 times a week, soon they will gain PR and traffic too plus a true related backlink for your site.
