Why does my site has few backlinks in google. How can I increase my backlinks in google?

Does anyone know how google, or any of the search engines determines a sites search engine rankings or pr based on the number of inbound links? I have done a widex1 link popularity search and i have approximately 6000 total links while a competitor has 23,000 links. Simply put do I need to get 17,ooo links or thereabouts to be on an equal footing? Sounds very diffucult
