Link exchange will be relevant or high pr ?

Hello friend ,
what techniques we follow on link exchange well be focus on high pr or low pr with theme relative and why for example
i want to link related to travel site now some one link exchange me with high pr but it is not travel related site and another one have low pr but he will give me travel related site. now which link is more useful to me and why ?

I don't advice you to use link exchange at all. It can be rather risky and you can get penalties from Google.

In my opinion, more links should be better than none. Link from high PR is better than from related sites but without PR. But you should know,if most of the links are from exchange sites, it's hard for you to get high PR.
