for back links u can have link exchange with other websites with good pr which 'll realy help u or u can buy links in their page

they have their own algorithm for that, but for the PR i think it's about the backlinks.

As long as you get links from high quality sites and use the right anchor text then everything should be fine. Just remember that each search has it's own way of ranking websites and some look at other things besides just links. Try and make sure that you have some good content as well.

To summarize all that, Search engines uses a spider to crawl the site to look for quality links then after the update, SEs rank them. Search engines uses different algorithm and must not be leaked for the benefit of SEOs.
