If you keep the backlinks of a dropped domain, there are good chances to keep its PR

PR is depend on backlink ,if the backlink is still and the PR will still,
but if the content changed the PR may never change but the SEPR will be declined.

Can you show us some proof of that? Not in my website's case, buddy. We sold our PR3 domain, and suddenly they changed the content. Almost half the content was changed. I never saw any changes on the PR of the homepage and inner pages at all.

I think the page rank of website is good, but it will be useless when your website's content is not attractive. So buying a website with high page rank, you must pay attention to the content of website rather than page rank.
