One of the important factors in order to get high PR is the quality of back links that you are getting. When I say quality, it deals with relevancy. Get quality of back links because Google gives more value on the quality that you are getting.

Pagerank is based on the quality and relevancy of backlinks. It has nothing to do with quantity.

article submission
classified ads
press release
social bookmarking
blog commenting
forum posting

Just make sure to get back links from relevant and DoFollow sites because Google gives more value on them.

No shortcut for that. You need to wait for the google pr update but just make sure that you already gather some backlinks.
