In google web master tool I can see around 18 site linking to my site but when in google i check for back link like link:http://www.SubmitSeoArticles.com it returns no result so question by when google starts showing those links are back link?

Google usually don't show the backlinks they've indexed for sites.. but without result on that command for your site, investigate if your site is still ranking, cached or indexed, or else you might be penalized.

Maybe google did not recognize your websites' backlinks due to the algorithm of google accepting quality backlinks. The links of your site will be recognized after google evaluates it as a good link.

I think google will update the backlinks of your site. Also, Google will not show all of the links when you use Link:... command to check.
