In order to become a PR5 you will want wither alot of IBL from PR5 or still more from PR 4 or simple 1 link from a PR6 pointing to you.Just think that PR is the last thing in the google algorithm that determines your ranking.

You can increase Google pagerank by increasing the number of good quality backlinks for your site.I always prefer do follow link building while doing seo.Do forum posting,article submission,press release,link exchage,blog commenting to get quality backlinks for your site.

It is always the quality and number of inbound links as others said. You should try to concentrate in getting links from relevant high PR pages to your website. Then your website's PR will improve gradually.
