i think it depends, there are websites that you don't need to focus on link building but focus more on traffic and visitors, and there are site that you need to compete to the high competitive sites for search engine rankings through building a lot of links to the website....

Off-page optimization is a long process. You could begun doing it but it has no end because there are lot of comeptitor websites that sold be considered. In order to maintain that rankings SEO off page is important.
